The springs emerge from several sources near the edge of the Colorado River. A large primitive soaking pool with a sandy bottom has been constructed against a sheer rock cliff. [2] The rock-lined soaking pool is reached by way of climbing down a fifty foot long rock chimney via footholds and handholds in the rock.
The springs are named for Daniel Penny, a local hotelier who ran a historical bathhouse and small hotel and bathhouse near the Avalanch Creek railroad line stop. [4] In the 1960s skinny dippers began using the springs which the locals objected to, in protest they bulldozed the bathhouse. [ 4 ]

[5] The hot spring water is channeled into two main soaking pools via a hand-built rock-lined waterway. The larger soaking pool is 15 feet (4.6 m) in diameter and approximately 4.5 feet (1.4 m) deep.
