For horizontal lines, just use the CL as is. But for vertical lines, you may wish to rotate the CL about -20degs (an option available in the PropertyManager for the annotation note). Surveyors stake this line and stake offsets to the line for curb, gutter, crown, etc. It can be anywhere close to the road and it may or may not be at the center of the road. Line of symmetric is a specific term with a specific definition that doesn't appear not apply to your drawings based on the BSI 2008 4.3 in your scan. 4.3 covers aligned features, perpendicular features, parallel features, equispaced about pitch circle features and thru-ness of holes. There is no implied "line of symmetry" for linear dimensions.

On second thought, using a center line as a datum for symmetry is a silly idea. I don't know what I was thinking. However, you can still use the GD&T "symmetry" method as long as you have another feature to use as the datum. Also, after third thoughts, a center line should imply symmetry about itself. You may not even have to worry about it.

What you want is under the chapter Creating Drawings in Pro/e WF2. The menu pick is under View > Show/Erase. Then chose your options be carefule not to show all otherwise it clutters your drawing. This dialog box is a lot like SWx's method of show dimensions.
