Cloudiness just means it could have been rinsed a bit better, but no big deal If/when you fill the tank again, place a small plate on the substrate and pour the water onto the plate, not the gravel. You're exactly right. The tank is now clean. I now have a Penguin 350 running (350 GPH), and a 300 watt heater going at 80 degrees.
I just picked up a 50LB bag of Pea Gravel from Home Depot for $2.79. Extremely dirty out of out the bag, but after a lot (and I mean A LOT) of rinsing, it looks great. Thanks for the idea and tips.. I'm only using a small amount (for now), but even so, can't beat the value. Prices for 'aquarium gravel' at a fish store are downright ludicrous.
How does it compare with pea gravel from the home improvement stores? Same thing? Reason I ask is because my area store sells bags of pea gravel, where the bags have holes and some stones have fallen out, for 1 dollar. They re-bag them and mark the price down. Lowe's.
It's okay to layer pea gravel over the current substrate. Eventually both gravel types will mix & give the tank a unique look. Completely changing out gravel can really mess things up biologically speaking. Oh, okay; I also have an MTS problem and was hoping the loaches would take care of it.

Florida. May 31, 2012. #6. I swapped my pea-sized gravel out for PFS last night, and the one Panda (barbels missing) that would sit by him/herself with a slightly pale color is still pale and solo, but the rest are loving the new substrate. They spend more time on the bottom now sifting and such.
