As a legislative authority, it can pass ordinances for the unincorporated areas (ordinances that affect the whole county, like posting of restaurant ratings, must be ratified by the individual city).

There were 206 Fire Department members and 32 pieces of fire equipment, assigned to 20 stations. By 1933, the department, as did the city itself, felt the full effects of the depression.
