The Colony of Virginia was a British, colonial settlement in North America between 1606 and 1776.. The first effort to create an English settlement in the area was chartered in 1584 and established in 1585; the resulting Roanoke Colony lasted for three attempts totaling six years.
Passage of the ordinance, which ceded all unsettled lands to the federal government and established the public domain, followed the relinquishing of all such claims over the territory by the states. The territories were to be administered directly by Congress, with the intent of their eventual admission as newly created states.
When it became clear that the federal government was not going to force the issue, the state began to look for ways to circumvent the Supreme Court, using legal means, while avoiding the outright defiance of court orders that was taking place in Virginia where the legislature had adopted a policy of massive resistance.
