Before learning how to convert PDF images to SVG images it may be useful to learn how to extract images from PDF documents and create PNG, GIF, and JPG images. A "bad" SVG can be identified because it will convert slowly (more than 5 seconds), it will be very large for an SVG (over 500kB-1MB) and it will render very slowly on WP - there is a long wait while the text and other images on the page are loaded, but the SVG image does not show up. Bad SVGs put a lot of strain on the Wiki servers.
The fix is to open the SVG file in a text editor, find the <image> element, locate "image/jpg", change it to "image/jpeg" and re-save. At right is an example of this problem. The Commons SVG Checker looks for this problem; see Commons:Commons:Commons SVG Checker/KnownBugs#Checks for details.
This image needs to be converted to the SVG format. Once that is done, it should be moved to Wikimedia Commons in accordance with Wikipedia's image policy. Once the image is improved, see moving files to Commons for information on how to proceed. If you can not convert to SVG, go ahead and move to the Commons anyway. See Move-to-commons assistant.
