I'm having the same issue in downloading the Oculus app. I thought it was changed to Meta Quest app, so I was a little confused. I hope Facebook is keeping up the PC app updated to show they are committed to it. Even though I have fast internet, I don't have the router nearby me to connect it directly and my wifi upstairs is spotty.
Oculus is so less caring, they litteraly ignored this for the last 2 years, people on internet also show you fake tutorials making you pay for subscribtion for 3rd party apps that dont even make ur dynamic disk basic.

So, look to see if you have an app that on the Updates tab with a blue bar. If you do, try uninstalling it before resorting to a factory reset. I imagine that until they issue an OS update that this will keep happening - it appears that the recovery for an interrupted download doesn't work and puts all other downloads into a blocked state.

Only reference to the PC software at all I found on the meta website was a Q&A on how to download it and some hyperlinked text with "Download now" which downloads an installer, it installs Oculus App Version 56.0.0.193.155 which I have now tried after a few restarts of the software/PC/quest doesn't work either.
