The university was established in 2011. It is the first higher education institution in Uganda to teach its syllabus entirely online. The university adopted the name Virtual University of Uganda (VUU), from 2011 until 2019. VUU admitted its first cohort of students in January 2012. [4]

The university incorporated the Uganda Health Management Institute (UHMI), and the International Hospital School of Nursing (IHSON) as the two founding faculties of the university. In the early 1970s, UMI became affiliated with Makerere University, offering postgraduate diplomas in public administration and business management. The postgraduate diploma in human resource management was introduced in the mid 1980s. Before 1992, the Institute of Public Administration operated as a department of the Ministry of Public Service.
