The Pennsylvania National Guard is one of the oldest and largest National Guards in the United States Department of Defense. It traces its roots to 1747 when Benjamin Franklin established the Associators in Philadelphia. With more than 18,000 personnel, the Pennsylvania National Guard is the second-largest of all of the state National Guards.
Clement served in the Pennsylvania National Guard from 1877 to 1917, and commanded the 28th Infantry Division at the start of World War I. [6] During the mobilization after the U.S. entry into World War I in 1917, a number of previously separately numbered Pennsylvania infantry regiments were given U.S. Army designations. [7]
The Pennsylvania Air National Guard was formed on 27 June 1924 as the 103d Squadron (Observation), Pennsylvania National Guard, received federal recognition as a Corps Aviation unit. The 103d was founded and eventually commanded by Major Charles Biddle, who had flown in World War I as part of the famous Lafayette Escadrille .
