In 1908, the New York State Legislature created Route 9, an unsigned legislative route that ran from the Southern Tier to Bouckville via Ithaca and Cortland.Route 9 exited the city of Ithaca on Forest Home Drive to near Varna, where it picked up modern NY 366 east through Etna to Freeville, then continuing southeastward toward Dryden on what is now NY 38.
New York State Route 96 (NY 96) is a 126.01-mile-long (202.79 km) northwest–southeast state highway in the Finger Lakes region of New York in the United States. The southern terminus of the route is at an interchange with I-86 in the Southern Tier village of Owego, Tioga County.
The highway is named Floral Avenue within the city and Five Mile Drive in the town of Ithaca, so named because was part of a five-mile (8 km) long bypass around the Cayuga Inlet on the west side of Ithaca during high lake levels or river flooding. The eastern side of this bypass was the present-day Spencer Road. NY 13A was assigned c. 1938.

The precursor to NY 96B was the Owego and Ithaca Turnpike designated by the New York State legislature to extend from Cayuga Lake south to Owego. The same-named company that built the road road was chartered in 1809, and their road was completed in 1811.
