Since its inception in 1921, HCPL has grown from a system of small book stations in homes, stores and post offices to 26 branch libraries serving a population of over 1.3 million users in unincorporated areas countywide.
Katy is served by the Katy Branch of Harris County Public Library (HCPL) at 5414 Franz Road. The branch is a partnership between HCPL and the City of Katy. The city joined the county library system in 1921. The Katy Garden Club started the first library, which was housed in several private houses.
The library first opened as the Katy/Fort Bend Branch Library in a room on the campus of the University of Houston System at Cinco Ranch in June 1998. In 1999 the branch, which outgrew its first location, moved to the former Cinco Ranch development company sales office as a result of the efforts of the Katy/Fort Bend Friends.
