According to the timezone's own wiki link the time is actually `Krasnoyarsk Time` not `Novosibirsk Time`, and has been that way since 1993 (again according to the wiki page). Likely this is a mistake in the list, and the list should contain `Asia/Krasnoyarsk` as the canonical and `Asia/Novosibirsk` as a link to the canonical.
