The boundaries of the old town of Pristina were judicially regulated by the Detailed Urban Plan in 1978 by the Institute of Urban Planning of the Municipality of Pristina. This covered an area of 8,2 ha and according to it, this was the only area in the city which consisted of culturally significant buildings and landmarks.

Though the exact date of construction is unknown, the style points to the late 19th century, particularly given the clean horizontal lines of the Neoclassical style used on its symmetrical façade, simply decorated pilasters and floor friezes.
