"strolls" vs "red light districts" are a bit different. Figueroa Street, LA, CA. Bissonett, Houston, TX Aurora, Seattle, WA comes to mind... The US strolls are controlled by pimps and human trafficking. "official" Red light districts in other countries are regulated.

While I'm not a native New Yorker, I have lived in cities my whole life, and consider myself street smart. That said, I'm conscious Roosevelt Avenue is becoming a major red light district, which is cause for concern. I have always lived in "diverse" neighborhoods, and felt safe there - but everywhere feels a little different, post Covid.
What we're talking about here is bringing some higher-class professionalism to the red-light district of Tijuana, huge bars with stages where over 100 people parade around the stage, with patrons sitting in luxurious sofas and chairs, sipping on drinks, purveying the parade of people.

I completely, hotly disagree with you, this is from someone who's traveled all over Mexico. Tijuana is as much Mexico as any other city in Mexico. You just need to get away from Revolution Avenue, not too much distance either, or the Rio Zona District, and you're smack dab in Mexico, encountering the various colonia's of that city.
