The museum is privately owned by the Ropkey family. It stemmed from the founder Fred Ropkey's interest in military history and his past career as a tank platoon leader in the U.S. Marine Corps during the early 1950s. [2] The Ropkey Armor Museum closed July 29, 2017. Afterwards, the vehicle collection was downsized.

Kubinka railway station. A suburban line links the town to Moscow's Belorussky railway station (the station Kubinka I). The train ride takes approximately 75 minutes. In 2015 a new 10 km train line opened in Kubinka. It goes from Kubinka railway station to Patriot Park, through the station "Museum", located near Kubinka Tank Museum.

The tank was a result of the USSR's tank design bureau being torn in two, one half focusing on the KV-85 and its variants, and the other working on the later IS series. The IS-85 was soon finished and it combined the hull of the KV-13 , the new turret from the KV-85, and the same 85mm D-5T gun as both these tanks.
