On June 18, 1908, the University of the Philippines was established through an act of the First Philippine Legislature. Act No. 1870, otherwise known as the "University Act", specified the function of the university, which is to provide advanced instruction in literature, philosophy, the sciences and arts, and to administer professional and technical training.
The Center for Policy and Executive Development (CPED) is a specialized center of the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG) that was established in 1968 as an Administrative Development Program (ADP) to pursue middle-management training and related extension programs.
The College traces its origins to the year 1909 when the then Silliman Institute offered its first classical two-year A.B. course.
