    But the explanation should happen outside of the quote. In other words, you are failing to see how quotes, by their very nature, need to be treated differently from the article text.     The convention is that quotes go outside everything from the source text. Fragmented conversational quotes are the only time one punctuation mark, the comma, goes before the closing quote mark. Very few Wikipedia articles are going to contain quoted speech that was never printed, I would think.
