Rouses Point was the main point of entry for bootleggers who traveled along the so-called Rum Trail which was Route 9 between St. Jean in Canada and Plattsburgh, New York. At the time Prohibition was repealed, the Rouses Point-Overton Corner border inspection station had been in operation for a year.

NY 22B was assigned as part of the 1930 renumbering of state highways in New York and first appears on the 1930 map. [2] [3] The route continued east of Morrisonville as an overlap with NY 3 to Plattsburg, meeting its original northern terminus with NY 22 until the 1960's. [4]
In the early 1970s, a new highway was constructed north of NY 3 between NY 374 and NY 22 just outside the Plattsburgh city limits. The roadway effectively supplanted NY 3 as the main east–west road into the city; in fact, a 2.5-mile (4.0 km) section of the highway was built within 200 yards (180 m) of NY 3.
The company completed a 23-mile (37 km) line from Plattsburgh, New York, to the Canadian border north of Mooers, New York, in 1852.
