Ulyanovsk was based upon the 1975 Project 1153 Orel, which did not get beyond blueprints. The initial commissioned name was to be Kremlin, but was later given the name Ulyanovsk [3] after the Soviet city of Ulyanovsk, which was originally named Simbirsk but later renamed after Vladimir Lenin's original name because he was born there.

The Ulyanovsk State historical memorial complex "Lenin`s hometown" houses the regional city center, the center of Simbirsk-Ulyanovsk. The memorial estate has been recreating the local culture connected with architecture, education and way of life of Russia since the end of the 19th century until the beginning of the 20th century.

Lenin was born Vladimir Ilyich Ulyanov in Streletskaya Ulitsa, Simbirsk, now Ulyanovsk, on 22 April 1870, and baptised six days later; [2] as a child he was known as Volodya, the common nickname variant of Vladimir. [3]
Alexander Kerensky was born in Simbirsk (now Ulyanovsk) on the Volga river on 4 May 1881 and was the eldest son in the family. [3] His father, Fyodor Mikhailovich Kerensky, was a teacher [3] and director of the local gymnasium and was later promoted to be an inspector of public schools.
