Well, what I’m used to in pretty much all types of writing involving footnotes (or endnotes) is a new number for each citation. This means, then, that if a citation is used multiple times, it does get a new number. I can see one advantage in Wikipedia’s style: we get to see at a glance which footnotes came from the same reference.
