Captain Richard Barry Costello (April 4, 1951 – December 2, 2021) was an American police officer in Philadelphia who was President of the Philadelphia Lodge of the FOP. In 2008, he unsuccessfully challenged incumbent John Perzel in Pennsylvania 's 172nd Legislative District in Northeast Philadelphia.
He served as the state FOP president from 1988 to 1999 and was elected national president in 2001, when he received unanimous support after he ran unopposed. Young also served on state and national committees, including President George W. Bush 's Homeland Security Committee to which he was appointed in 2002.
