The italic wasn't terminating because it was in the <cite> block. I've moved the cite block to surround the "Note" section, rather than the whole footnote. I think that works better. Loc. cit. (Latin, short for loco citato, meaning "in the place cited") is a footnote or endnote term used to repeat the title and page number for a given work (and author). Loc. cit. is used in place of ibid. when the reference is not only to the work immediately preceding, but also refers to the same page.
With footnotes, linking works both ways. Agree in general that footnotes and a footnotes template are good. It encourages citing sources. I also would like it better without the "Note 1" text, just the number.
