There are 2 state wide agencies that help Ohio Cities collect City Income taxes. One is CCA (Central Collection Agency) and the other, larger one, is RITA (Regional Income Tax Agency). There is a pull down list of cities, in Turbo Tax(TT), for both City Tax Forms (CCA) & RITA. But many Ohio cities use neither agency.
A. Yes. But,TurboTax (TT) does not automatically prepare a RITA (city) return, you must initiate it. At the screen, in the Ohio program, titled "A few things before we wrap up your state taxes" scroll down to Ohio City taxes. RITA and CCA are the tax collectors for the municipalities in Ohio. Yes, anyone who lives or works in Ohio and has taxable income to any jurisdiction in Ohio would need to pay them every year. It could be paid by employer withholdings or it could be paid directly by you if you are self-employed or if your employer does not withhold enough.
OHIO RITA tax form 37 line 6 calculation is wrong. The form says: Multiply Line 5c by the credit factor of your resident municipality from the tax table. There is a "flaw" in the Turbo Tax program when it comes to RITA. When calculating the tax owed, Turbo Tax looks at Box 19 and calculates the tax based on the Local Wages. However, RITA looks at boxes 3, 5, 16, and 18 and will select the highest amount to compute the tax owed.
TurboTax supports all CCA and RITA returns, close to 300 cities and municipalities in all. Visit each agency's website for a complete listing of CCA member communities and the RITA list. RITA returns must be printed and mailed, even if your Ohio return is e-filed.
I am ready to file my Ohio Taxes by mail. The TT instruction sheet says that, but it also says that I need to file Form 17 to RITA. Although my husband works in a RITA city, we do not live in a RITA city. And we have never filed any RITA taxes at this home. The TT mail instructions say we must send to RITA our Fed 1040, Sch C and E.
Many OH residents work in one RITA area and live in a different RITA area--sometimes the tax rates in each area are the same, and the amount the employer withholds satisfies RITA. But if there is a difference in the rates -- and there can be -- you have to file a RITA return and pay the difference.
As for your RITA taxes -- you might find it easier to go directly to the RITA site and take care of your RITA tax payments online. You will, of course, need the state and local tax information from your W-2's, so you will first need to take steps to get those amounts,
