Richard Ellison Carver (August 28, 1937 – May 5, 2023) was an American politician who served as Mayor of Peoria, Illinois, from 1973 to 1984 and United States Assistant Secretary of the Air Force (Financial Management & Comptroller) from 1984 to 1988.
At that time, all Air Force financial management functions were consolidated under the Air Force Comptroller (a military position filled by a lieutenant general). The office of the Air Force Comptroller was disbanded on 1 July 1989 when the position of Assistant Secretary of the Air Force (Financial Management and Comptroller) was re-established.
