The point is that people don't write 16-bit applications for 32-bit or 64-bit Windows - there's no point (other than to learn something about 16-bit DOS, OS/2, or WIndows, or "just because") to write a 16-bit application if you don't care whether it'll run on anything other than Win32 or Win64.
