The Southern Tier Expressway section of I-86 and NY 17 comprises Corridor T of the Appalachian Development Highway System. I-86 connects to US Route 219 (US 219) in Salamanca, Seneca Nation; I-390 near Avoca and I-99/US 15 just west of Corning. Most of the Quickway and the Southern Tier Expressway was built in stages from the 1950s to the 1980s.
The Southern Tier Expressway – Interstate 86 and New York State Route 17 – serves the Southern Tier. The highway is the region's major corridor and connects to U.S. Route 219 in Salamanca, Interstate 390 in Bath, Interstate 99 in Corning, U.S. Route 220 in Waverly, and Interstates 81 and 88 in Binghamton.
Between Elmira and Binghamton, Route 4 followed either local roads that were bypassed or upgraded into the Southern Tier Expressway, namely modern NY 17 and Chemung and Tioga CR 60 from Elmira to Waverly, NY 17C between Waverly and Owego, NY 434 from Owego to Vestal, and NY 17C and Riverside Drive (via NY 26) from Vestal to Binghamton. South Nine Mile Road (County Route 30 or CR 30) leaves to the right just before the road merges into the Southern Tier Expressway (I-86 and NY 17). Also present at this intersection is US 219 Business. The three roads overlap for six miles (10 km) until exit 21, where US 219 leaves the Southern Tier Expressway in Salamanca. [6]

I-86, known as the Southern Tier Expressway, heads east–west across the Southern Tier from the Pennsylvania state line west of Findley Lake to NY 352 east of downtown Elmira. [4] A second section of I-86 exists in central Broome County, occupying part of a divided highway known as the Quickway. [9]
NY 17 was then realigned to follow the expressway while its former routing from Jamestown to Steamburg, as well as all of NY 17J, was redesignated as NY 394. [2] By 1977, the Southern Tier Expressway was completed up to exit 10 in Bemus Point. [22] In the late 1970s, NY 394 was extended northwestward to Barcelona, overlapping NY 17.
Interstate 390 (I-390) is a 76.06-mile (122.41 km) north–south auxiliary Interstate Highway located entirely within New York in the United States. The southern terminus of the route is at the Southern Tier Expressway (I-86 and New York State Route 17, or NY 17) in the town of Avoca.
