It appears that the airport operator treats the area at the front of the terminal a "Terminal Front Drop Off and Pick Up Car Park" so it charges users to use it. Customers have many other ways to get to the airport, public transport or use the long term car park or just pay the £2.00 which is not exactly a huge amount.
