Running Gimp 2.10.14 on Mac OS Catalina Version 10.15.4 Clone tool does not work. It seems as if I can select what to clone but when trying to paint or substitute, nothing appears. I have tried every option under the clone tool list of options and have tried suggestions others have posted. I can do "Clone" with Affinity Photo but not Gimp.
C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\. First thing to check is the Alignment - right down at the bottom of the menu (1) and often overlooked. If that is in 'Registered' mode then for a single layer you are cloning on top of the source and nothing happens.
1: Choose the "Clone tool" from the menu 2: Select my clone area (white part of the image) and then click the "command" key and then "left" mouse click 3: Move mouse over the text I want to eliminate by pressing the "left" mouse continuously.

Using 2.8 the clone tool with opacity set to 100% completely covers/occludes the area cloned to. Using 2.10.2 the clone. tool with opacity set to 100% coverage seems to be *about* 50% translucent. Same image. Single layer. I've searched through the 2.10 forum for a similar issue. Can't find one and I'm reasonably confident this isn't something ...
If it is 'Aligned' then the clone source moves with the brush. If it is 'Fixed' then there is a possibility of an optical illusion where a grey can appear lighter or darker depending on the surrounding colour. Get your interface sorted, send a screenshot showing the clone tool with the tool options. Find.
Start the "symmetry painting" dialog Windows Dockable dialogs Symmetry painting. Set the the Symmetry to Tile mode and enter the size of your layers. Now use the Clone tool on any of the tiles, the painting will be replicated on the rest. When done use ofn-layer-tiles to split the big layer into layers again.
