powercfg (executable name powercfg.exe) is a command-line utility that is used from an elevated Windows Command Prompt to control all configurable power system settings, including hardware-specific configurations that are not configurable through the Control Panel, on a per-user basis.
No permanent hardware damage results from executing the F00F instruction on a vulnerable system; it simply locks up until rebooted. However, data loss of unsaved data is likely if the disk buffers have not been flushed, if drives were interrupted during a write operation, or if some other non-atomic operation was interrupted.

Beginning with Windows 95, the Control Panel is implemented as a special folder, i.e. the folder does not physically exist, but only contains shortcuts to various applets such as Add or Remove Programs and Internet Options.
