It took until fall 2017 for them to unlock VP9 and HEVC playback on ALL Pascal cards. Even the GTX 1050 the OP has. The fact that the Nvidia driver release only mentions you needed the latest Microsoft OS update -not that you needed to install Microsoft's optional VP9 extensions.
The first bus-powered card to have 4k plus DP on every model was the GTX 750 . But today you can get an RX 460 2GB for cheaper than 750 now, and that's 4k plus DP guaranteed. This one is $89 after rebate.

So it looks like gtx 1060 use like maybe 7-8 watts playing BD while rx480 use 39 w. that's a huge difference. even 960 only use 8 watts. so 950 prob same. maybe will wait a little to see if a mini 1050 will come out soon. rx 460 prob will still draw sign amount of power over NVidia cards.
Or worse, there's something on PCB that is limiting it. But anyway I do believe that by working on memory clocks you could archive much bigger performance gains than when compared to GTX 1050/Ti. Some people do report that their overclocked 1030's are hitting GTX 750 Ti's performance levels but I just want to verify it.
GTX 960 2GB + i3 3225 (HTPC) = smooth at 4k HDR, unplayable at 8k (expected, card only supports up to 4k offload). GTX 1060 6GB + 4790k (game PC)= smooth at 8k, 5% CPU usage. Your 1030 is not going to be memory-limited, as my 1060 only used 1.6GB, and it certainly wasn't holding back my GTX 960

I can't see photo editing running out of VRAM even on a 2GB GTX 1050. If you do a lot of high res video editing, some programs may use the VRAM as a buffer, and benefit from more, though again, probably not a lot of difference between a card with 4GB and 8GB in actual performance, and NVidia seems to lock some video capability if you don't have ...
