I have an ASUS laptop with an AMD APU setup consisting of "AMD Radeon® HD 6650M with 1GB DDR3 VRAM Built-in A4-3300M" and "AMD Radeon® HD 6720G2 1GB DDR3 VRAM Built-in A6-3400M". My Windows 10 version is 1803. The driver versions are 15.201.1151.1008 for the HD 6650 and 15.201.1151.0 for the 6720.
On that driver download page (for Legacy Devices), they have 13.1 as the stable release and 13.4 as a Beta release. However, on the main page if you click on the Windows 7 links for drivers for HD4000 series it takes you to version 13.9. At the time I just didn't take the time to track down the link and download for version 13.9.

Just putting this out there for Bing and Google to pick up on but I think I have finally solved my driver issues with windows 10 and my ATI Radeon HD 4250 Graphics. Microsoft seem to have finally solved most of the issues with the latest build but unfortunately the underscaling on a HDTV problem still remains for the moment.
When I try to upgrade the software for my AMD Radeon R5 Graphics Card to the newest version 21.1.1 and doing a factory reset to install the software, I click on the installer, select the version of software I want to install (20.11.2 - downgrade or 21.1.1 - upgrade),checks hardware and software compatibility, it tries to download the software ...
It also has a dedicated graphics chip. My GPUs are: 1. Radeon Vega 10 (1GB shared) 2. Radeon RX 540 (2GB dedicated) I just update my graphics driver to the latest version. I now have: AMD Driver: 27.20.1000.17016 (3/13/2020) with AMD Radeon Settings App: 20.10.00.17 In AMD Radeon Settings: System > Switchable Graphics.
