a bill of sale alone may not be adequate BUT the seller's (me) registration of the vehicle combined with a notarized bill of sale to the buyer (you) does work. i register the clients vehicle in my name then resell to my client. have had no trouble in IL, MO, OH, NY, KY, TN, FL, TX, KS so far.

I took the title to a Pennsylvania notary (I'm from PA) and the lady told me that I need a front and back copy of the guy's driver license.
