Built by Building Bridges Across the River (BBAR) for $27 million on 110,000 square feet (10,000 m 2) east of the Anacostia River in Washington, DC’s Ward 8 Anacostia. BBAR is a nonprofit organization founded by William C. Smith & Co. and formed to develop, construct and manage THEARC.
At the time it was the longest bridge in the District of Columbia and one of the longest swing bridges in the world. Work on the bridge began in 1945, being advertised 2 weeks after World War II ended, but was stalled in 1947 for four months while the District asked Congress for more money. [4] The bridge ultimately opened in 1950.

Potomac Gardens was designed by the Metcalf and Associates architectural firm, and was built from 1965 and 1968 by Edward M. Crough, Inc. It contained the innovative Potomac Gardens Multi-Service Center, bringing community services into the new public housing project. [1]
