As the tank water level drops, the float descends and actuates the fill valve. Water is fed to the tank to replenish its supply, and a smaller flow is directed into the overflow tube to refill the bowl. If the level in the tank gets too high (maybe the float valve failed), then the tank water height gets above the height of the overflow tube and the excess water runs down the overflow tube and into the bowl. Ultimately, the water will pass from the bowl through the siphon and into the sewer.
