I have two laptops, one is an older Win 10 machine, and I have a new Win 11 machine. The Win 10 machine works fine with Garmin Express. Garmin Express will not launch on the new Win 11 machine. Everything else works fine on the new Win 11 machine. GE downloads and installs fine. When I try try to launch GE nothing happens.
I start with uninstalling Garmin Express using this tool - Windows's Program and Features still show it as installed afterwards, but nevermind - and continue with installing GE from the latest installation file. Hope it helps. It is still huge PITA to have to undergo this every single time you want to update, but at least it works.
I am running a ASUS laptop with Windows 11.. I have tried opening Garmin Express as administrator and also have opened Edge as administrator. Yesterday the Express software updated to 7.20.3.0. The problem persists.
I have Garmin WebUpdater, MapInstall, Garmin Express and Basecamp installed on my Windows 10 computer. I forget what WebUpdater & MapInstall do, and I haven't use them in a very long time. As suggested by Krzemien, I checked some of the logs found here C:\ProgramData\Garmin\Logs\Express. There is lots of data contained in the files.

The second update brought the spinning wheel. I tried quitting and restarting Garmin Express to no avail. Then I restarted the computer. Also no joy. I resolved the problem by quitting the application under the file menu (File -> Quit) and then quitting the menu bar widget. Then I reopened Garmin Express by double-clicking on the app in the Finder.
