The Ryan White Comprehensive AIDS Resources Emergency Act (Ryan White CARE Act, Pub. L. 101–381, 104 Stat. 576, enacted August 18, 1990) was an act of the United States Congress and is the largest federally funded program in the United States for people living with HIV/AIDS.
The programs are administered by each state with funds distributed by the United States government. In June 2007 the program provided coverage for 102,000 or 30% of those infected with HIV in the United States. Drug expenditures were $100.1 million in 2007 and $8.8 million in money spent on helping with insurance payments.
In December 2014, PEPFAR announced a program PEPFAR 3.0 focusing on Sustainable Control of the AIDS epidemic. This program was designed to address the UNAIDS "90-90-90" global goal: 90 percent of people with HIV diagnosed, 90 percent of them on ART and 90 percent of them virally suppressed by the year 2020.
