    Going by the quality of most filler episodes, it's the same guys who write the plots for hentai. Specialized or experienced writers, and the original manga writers can all work the manga into a plot for an episode, but why pay them to write a new scene where nothing interesting happens. Generally 'filler' is made by cheap writers.

  10. I'm at that point with naruto now. recent episodes are all fillers so it's waiting until they get back to the story line. But for example in naruto they make sure that in the last episode before the fillers someone is talking about it so it makes the fillers look like a flashback.
