The 5.56×45mm NATO standard SS109/M855 cartridge was designed for maximum performance when fired from a 508 mm (20.0 in) long barrel, as was the original 5.56 mm M193 cartridge. Experiments with longer length barrels up to 610 mm (24.0 in) resulted in no improvement or a decrease in muzzle velocities for the SS109/M855 cartridge.

The Close Quarter Battle Receiver (CQBR) [5] is a replacement upper receiver for the M4A1 carbine developed by the US Navy.. The CQBR features a 10.3 in (262 mm) length barrel (similar to the Colt Commando short-barreled M16 variants of the past) which makes the weapon significantly more compact, thus making it easier to use in, and around, vehicles and in tight, confined spaces.
What about Mk252 or Mk262 Mod1? Due to the poor performance of M855 ammunition, particularly in short-barreled carbines of 10.5-14.5" in length, Navy SEALs, and eventually other SOCOM units, began experimenting with using loads originally designed for marksmanship units for combat.

Mk 262 Mod 1 has a lower threshold velocity for reliable fragmentation than does M855 Ball. The CQBR's short barrel length cuts velocity enough that M855 has a very limited range before fragmentation ceases. The use of Mk 262 Mod 1 in the CQBR allows for fragmentation at longer distances.
