No, it is a joke word created by kids in the 1990s. However, like any word, if it becomes popularly used and understood, what will make it a real word and eventually it could land in the dictionary. It's a slang term for the skin at the tip of your elbow, that you can kinda pull, and it's "weenis." Edit: I guess it can also be spelled "wenis."

Adding data -- when I was in middle school or around then (so, the late 70's!) "wenis" was word used to make fun of people, usually boys being picked on by other boys. It was, as far as I could tell, a combination of "weenie" and "penis" and allowed bullies to use a word that sounded sexual but was not, so teachers wouldn't stop them.
