Was wondering when testing for.insulation resistance and there is vulnerable equipment in circuit but unable to disconnect, I understand that you combine the line and neutral conductors and test to earth. I am just wondering if it's ok and safe to do this at 500v as there is no potential difference between the two I assume.

PAT testers are configured to apply insulation test voltage to both Live & Neutral, therfore it don't matter the "Live" is snipped off. All of this is covered in Code of Practice page 76 Para 15.5 notes 4 & 5. I set my Supernovas up to carry out this test and is listed separately on the test menu.
For an insulation resistance test on a Class 2 equipment you have to use a Fly lead, you try and get it touch a screw or a conductive part, but as you mentioned some equipment doesn't have any exposed conductive parts so the best you can do is just place the fly lead on the outer casing.
I dont see the problem in testing Appliances/Extension leads with EU plugs on, its no different than testing industrial equipment/extension leads connected by industrial plugs or 3 pin round pin plugs which are still used for specific purposes, both being unfused and relying on the fuseboad mcb. on the result sheet I just mark N/A for fuse check.
