I've seen early FN series plates that do appear this way, but I've also seen at least FN-4000 series plates read WASHINGTON, DC at the top and the new tag line END TAXATION WITHOUT REPRESENTATION at the bottom. I'm not sure exactly where in the FN series this switchover occurs.
