In titles (including subtitles, if any) of English-language works (books, poems, songs, etc.), every word is capitalized except for the definite and indefinite articles, the short coordinating conjunctions, and any short prepositions. This is known as title case.
Per the overall MOS guidance to use logical quotation, punctuation should be placed outside the quotation marks (title formatting) of songs: Bob Dylan's Highway 61 Revisited album includes the songs "Like a Rolling Stone", "Ballad of a Thin Man", and "Desolation Row". Of course, if the song title itself contains punctuation, it goes inside: "Help!"

The lead says, "This part of the Manual of Style covers title formats and style for works of art or artifice, such as capitalization and italics versus quotation marks." I tried to remove "or artifice", because its use here struck me as odd, but Chaos5023 reverted saying the usage is fine.
