The acronym "TEA" stands for Transversely Excited Atmospheric.

The lasing medium gas has such properties that an energetically lower vibrational state relaxes faster than a higher vibrational state, and so a population inversion is achieved in a particular time.

The gain results from the stimulated emission of photons through electronic or molecular transitions to a lower energy state from a higher energy state previously populated by a pump source.
